Good Goverance And Pakistan Post Office

How much practically difference in good governance has come if past and present system is compared? Sometime around 1990 I took up the issue that banks were using unnecessary private courier services leaving the then equally good and most cheap Pakistan Post Office’s Urgent Mail Service. The private courier services were using their “public relation” techniques with banking industry and getting a tremendous business at the cost of ordinary account holders like me. My point was that under a Government directive state products/services had an edge over private one, hence the Banks should prefer Urgent Mail Service being very cheap and equally efficient. I knew then that many of the mushroom private courier services grown up had no infrastructure of their own and after getting business from commercial companies, public and banks used the urgent mail service thus earning good premium. Those were the good times when issues of general public interest raised by conscientious citizens were properly heard and not refused like today that you are not an aggrieved or your allegation is generalized or proposals/suggestions are not entertained. A meeting of all commercial banks including a representative from Pakistan Post Office was scheduled in the office of the now demised Pakistan Banking Council at Habib Plaza Karachi. It is well known in our government offices that if a senior is to visit Karachi or Islamabad he arranges an official work for that city and thus cost is born by the national exchequer. The matter belonged to urgent mail service but to attend the meeting came an Assistant (or perhaps a Deputy) Director Foreign Post Islamabad. Urgent Mail Service was and still is operating within Pakistan. What the Foreign Post Section was to do with Urgent Mail Service; nothing except that the foreign post service officer had some personal job to do in Karachi. As an un-concerned person come to attend the meeting and there was no interest for the betterment of the department connected with his visit, in the meeting instead of availing the opportunity created by a conscientious citizen rather than the department itself, he simply submitted that the Banks were giving sufficient business to his department. How he knew how much business the banks were giving to couriers and how much to his Department, it is every body’s guess. The most interesting is on the other hand the Banks in the meeting were saying that the postal urgent mail service was not to their expectation hence no business to it. Though not a point here however the final Decision issued was that banks should utilize the urgent mail service. Leave the action issue aside. Has during these 15 years good governance improved? A decade back in order to kill the domestic savings our banks were given blanket freedom to impose any levy on account holder in the name of minimum balance, courier charges even though clearance was within the city limits through clearing house etc. This was a golden opportunity for the Post Office Department to fetch tremendous new saving accounts. The post office savings account is more than a century tested mode. In it saving is more guaranteed. The only lacking is old ledger and withdrawal slip systems etc. Rather than any one from the Department took initiative interest for the betterment of the Department, this citizen approached the Department suggesting that it grabs the opportunity by making a little change in the accounts procedure and issued cheque books and transaction cleared through clearing house which will increase the Department’s income tremendously. I was informed in February 2005 that the printing of cheque books was under process. Now on my re-enquiry I have end May 2006 been informed the printing is under “process”. This is not the age of lithographic piece by piece printing. Through offset and lazer system millions of sheets are printed in hours. It is about 3 years on Karachi Postal Division e-banking I submitted my account opening application. In three years I have not got even a single further information from the Karachi Postal Authorities. After my at least 15 reminders I was informed last year in 2005 by Post Office Headquarters that matter has been taken with PMG Karachi for urgent report. Since I have not further reminded so no one has cared to inform me the progress. This is a good example of good governance.

What is the problem with mobilink network these days; they have started deducting credit balances (for none) from their valuable customers' accounts? Is their any MAGIC SIM exist? I think, it is the problem created by double jacket mobile-holders or may be a software problem created by the mobile repairers?

Where Are We Headed To ??

Assalam o Alliakum Every1, If we go back in time for say 6 to 8 years we would find our society to be one which had elements of fear from Allah and people were trying to please Him, though not in great numbers, and were not doing shameful, un-ethical, un-Islamic, even we could say non-Pakistani, acts openly. But, unfortunately now under the banner of Enlightened Moderation, as propagated by Mr Musharaf, people of Pakistan including Electronic, and even print media has gone mad. They are trying to cross all the limits and are ready to embrace western culture with its entirety. Amazingly, what west is ready to give up we are stretching ourselves to the limits to snatch it from them though we don’t have to because it’s creeping into our society very swiftly and would soon ruin us. What I fear a lot is the fact that Allah won't leave these thing in their Status quo for very long and He would surely teach us our lessons as it is His Sunnah. Holy Quran tells us the stories of different nations those were destroyed because of the prohibited acts they were doing and SURPRISINGLY if we ADD the acts of all the nations mentioned in Quran we would come to know that WE ARE DOING ALL OF THEM. They were destroyed because of indulging into one particular act act at a time but we have all the evils in our society…......so, what do you guys think how long will it be before Allah would repeat His Sunnah. We could see and witness around us how Muslims are being humiliated in the whole world what do you people think what is the reason for this...........for me it’s the “so called" enlightened Moderation" phenomena which is destroying the Muslim Ummah every where in the world. Look at our society, it has come a long way and have achieved what true and genuine Muslims would never even think of doing because not a single Muslim would ever think to go against the teachings of Quran, at least in the form of Law/writing if not practically, but we have a suggestion on desk that tell us our destinay I.e. POLICE SHOULD NOT INTERFERE IN ANY SUCH ZINA CASE WHERE THE MAN&THE WOMAN HAD CONSENT FOR THE SHAMEFUL ACT. It means with agreement you can do whatever you want. What is our destiny? Where would we end up? Where are we headed to? In my opinion, provided everything remains unchanged, we would receive severe punishment from Allah not only in our lives but also in hereafter. In the end i pray to Allah that He may gives us all Hidayah, courage and steadfastness to always go against what is un-Islamic and refrain us from HARAM? Asif

Pakarmy - Thank You Cowasjee And Ayaz Amir

Whoever worth of his salt for the last 4-5 years is writing about Kargil with emphasis to prove that Pakistan Army was totally failure there. During 1970s and till mid 1980s most of our writers wrote that 1971 defeat was not a military defeat but due to internal circumstances, international conspiracy a political defeat. Started 1990s and even the minions started telling the nation that 1971 war was a total defeat, our Army was incapable to defend. For the last about 6-7 years a new trend has started that now all these writers are trying to let the nation believe that the 1965 war too was a defeat and it was a kindness of India that it took mercy on Pakistan. None of these writers and politicians tell us why did they remained for so long silent. They never tell a very logical question that why then the foreign press which is so hostile towards Pakistan had never wrote from such angle which we the Pakistanis have started writing today intentionally or unintentionally. I have remained abroad for about 25 years. I observed we the Pakistanis are the only nation in the world who criticize our elders, our founder fathers, our traditions, our customs, our culture and even our religion just to prove that we are modern and liberal. I am just an ordinary citizen not highly educated, hence my views expressed here may please be read keeping it in view as I can not use big English words. As far as Kargil failure is concerned I am not concerned if Nawaz Sharif was apprised about it or not. What however I remember is my memories of a CNN item still fresh in my mind when Nawaz Sharif as PM visited USA. On a question the US spokesman in the daily briefing confirmed “Yes President Clinton has told Nawaz Sharif first to pull back from those places of Kargil where his army had advanced and only then bilateral negotiation between US and Pakistan will start”. Why would US President ask Pakistan Army to go back unless Pakistan army defeating Indians had not advanced. Please once again keep in mind my limitation to express properly in a foreign language being an ordinary citizen. Then the second image still very fresh in my mind is of a newspaper of the country where I lived then. The news item quoted the Indian Defence Minister after Nawaz Sharif’s pull back, saying that Pakistani Army Units were still on the captured places and they (Indians) cannot pull them back and US should force Nawaz Sharif to implement his commitment. On the recent incident of Brig ® Mohammad Taj, a 1965 war hero decorated with Sitara-e-Jurat, abducted by an ISI senior for the personal affair, Pakistan’s worst critics of Generals and Army-men generally, Ardeshir Cowasjee and Ayaz Amir (retired army Major himself) both have written articles on the incident. As some one said that truth surfaces out naturally Ardeshir Cowasjee in his column introduced Brig ® Mohammad Taj as a Major who was assigned a military duty in 1965 in Kokhranpar area. According to Cowasje Barave Taj was asked to capture some Indian post. He had only a few jeeps and very limited soldiers whereas according to Cowasje Indians had tacks. Major Taj crossed all road blocks, ambushed the enemy post, fought with bravery, defeating the tanks, defeated the Indians and captured the post. True history naturally comes out. Cowasje and Ayaz Amir thank you for in-voluntarily speaking truth. PML(N) has as I learn through newspapers have allegedly published a white paper on Kargil. I have not read this white paper and I can imagine what would it contain. Without having access to it and without reading it I am more than confident the democracy loving PML(N) would never had included even a single word in this paper if Pakistan Army had not gone advanced on Indian posts then from which advance captured posts their leader promised with Clinton to come back. I am sure this white paper would also not have a single mention from the interview of Bill Clinton himself when on TV he said Yes, we asked Nawaz Sharif to pull back from the captured positions. Asking a question to Nawaz Sharif when Clinton spoke to him and and in return Nawaz promised to pull back was it not in his knowledge if Pakistan army was in Kargil. Believe it I am not concerned with politics. I am not from any Nawaz anti group. The fact is I like Nawaz better than Benazir since it is my firm belief that 90% of our national ills today are rooted from 1972 and we are still and will keep continue reaping the soar fruits of that period. Nawaz Sharif is a little better from Benazir but it is also a fact both Nawaz Sharif and Benazir looted the country. Nawaz Sharif might not have put anything in his pocket but he did allow looting of the country. 5 years advance salaries to presidents of banks is a biggest loot. Nawaz Sharif though claims himself a democrat and democracy lover but fact is he has not even the remotest respect for democracy. The then Chairman PTCL was appointed on a very high salary which was never seek before in Pakistan. The parliamentary committee taking serious note of it recommended that after expiry of his contract the Chairman should not be given any extension. Nawaz Sharif, the democracy lover, ignoring the recommendation of “democracy” namely the parliament, gave extension. This was his respect for the democracy. General Musharraf will fail his duty if does not direct the concerned authorities to seriously study the PML (N) ‘s so called white paper seriously and in case there is found any leakage of national information or anything publishing of which could damage in any way the strategy of our country, a serious legal action be taken. This so called white paper is only a cheap technique because elections are coming ahead.

Delayed Annual Anniversary Of My Picpocketed Rs. 5

Since many years every April I celebrate by writing letters to Editor never, `however, to find any space the annual anniversary of my of my Rs. 50/- pure Rizq-e-Hilal pick pocketed in 1994. This April however due to my major eye operation and its consequential so far non recovery I could not do this ritual hence this delayed one. In line with the educated people I also trust on electronic gadgets eg the calculators. We blindly believe on electronic cash registers hence hardly we make a counter check. After purchases from utility stores I never checked the cash memos. The only checking I used to make and satisfied myself was that the amount shown on the screen tallied with the cash memo figure and the actual amount charged. And that is all. One day in 1994 I do not know why sitting idle having nothing to do I started reading the cash memo as a general reading material. Something unusual struck my mind and I started minutely reading the cash memo. I found to my great shock that quantities were all OK, unit price was all OK, total cost of items was all OK but very strangely the Grand Total of sub-totals was wrong. The Grand Total showed Rs. 50 in excess. I did not believe this because I knew when electronic calculators mal function they produce figures different in 4/5/6 digests and not in small one digit or two digits. It was in my eyes a "Karagaree". I immediately within 30 minutes of purchases rushed back to the utility stores which refused to refund me Rs. 50 excessively taken. I addressed the Managing Director of Utility Stores Head Office in Islamabad twice but got no response. I then approached the Federal Ombudsman with the request that (i) matter be probed not through Utility Stores but through any other agency to know the real depth of the matter (ii) at how many places and since when this was going on (iii) why illegal extra charged cannot be refunded and that (iv) this matter be dealt with in the larger interest of the community because how many had suffered and how many in ignorance were suffering, if any, no body could say. I attached with my complaint copy of the cash memo nakedly showing sub-totals all OK but Grand Total in excess by Rs. 50/-. The Ombudsman Pakistan accepted it for processing and forwarded it to the USC Head Office which as usual replied no complaint from this complainant was ever directly received. Peoples complaint letters hardly ever reach the government departments generally!!! In return I sent copies of my letters addressed to USC Head Office both to Ombudsman as well to USC Head Office. With that I also attached copies of Certificates of Posting from Pakistan Post Office under which I had early directly addressed the USC Head Office. While I was awaiting progress and counter comments of Utility Stores, I could not believe came the Order/Finding of the Ombudsman saying "it is not for this secretariat to probe into a complaint of general nature. However a copy of complaint with this Order is forwarded to Industries Division to take necessary measure". A naked excessive charging of Rs. 50/- under a very novel modus ope***** is a complaint of "general nature"!!! I could not believe it. Is taking Rs. 50/- under a novel style which not every one can detect not an act of mal administration in the eyes of ombudsman of the country or does it not amount to cheating? Is non refund of illegally extra charged not an offence in an Islamic republic? Over-charging namely higher prices than prevailing in the market is something different but charging extra illegal under a cheating way is totally a different matter which is and should be high alarming. How the protector of citizens rights can remain silent treating it as a complaint of general nature completely forgetting how many and at how many places might be daily becoming victims to this modus ope***** without their own knowledge because those people never thought of doing at home multiplication or grand totaling as society most sees price per unit, quantity and grand total. Seeing that the Ombudsman of the country had not taken any interest why should had Industries Division?, As such right from 1994 Order of Ombudsman till this 2006 Industries Division never ever informed or contacted me even after my reminders over reminders let alone respecting the ombudsman order it should had at its own contacted me without my reminder. My Rs. 50/- are still stuck up. As our religion says struggle for your rights as keeping silent on an injustice in itself is a crime I once again approached the ombudsman informing his office that the Industries Division had take no action. Reply from the Ombudsman Office was "we have already explained you the position". My Rs. 50 hard earned 100% Rizq-e-Hilal are still held up. For 17 years I worked as an Officer, starting my career from the most lucrative income tax department, which department foolishly I left in search of Rizq-e-Hilal and now in this retired age I am still shelter-less having no roof for old age. I can not forget my Rs. 50/- Rizq-e-Hilal. I never leave my struggle. To date I have spent more than a Rs. 2,000 in my struggle. In 2000 I tore off most of my record of my this complaint as since then I have the matter on My ALLAH. While ever April I write this at the same time I also read some interesting pressing clippings I had kept just for my enjoyment. One is a news item that both Federal Industries Division and Utility Stores Corporation were non co-operating in connection with investigation of Rs. 5,500,000 misappropriation said the Chairman Sub Committee of Public Accounts Committee in the Parliament (Daily Nawai-e-Waqat 25 April 1999). Why should an honest man or any honest organization should resist an investigation if they are not afraid of from anything or are not in fear of some revelation? Corrupt officers are being protected by Utility Stores complains Public Accounts Committee to the prime minister (Nawai-e-Waqt 13/2/1998). "How many times have you actually read contents of receipt that cashier of your local utility stores hands over" questions a conscientious reader through The Daily News Karachi of 27.9.1994. I want to put it on record that I have not left totally matter of my right. I have only and only now left it on ALLAH with an intention to file a petition on Day of Judgment before ALLAH THE GREAT against all those who are connected with this matter may that be Utility Stores cashier concerned or its Managing Director or Ombudsman Secretariat a Industries Division and I will catch the collars on Day of Judgement.
