minimum salary of un-educated person is 7,000rs . duty timing 8am to 6pm

but now a days

many school owners are giving the salary between 3,500 to 4,500rs to teachers hows qualification is B.A, B.SC .
teachers duty timing 8am to 2pm
numbers of teachers are between 15 to 25

the numbers of students are between 200 to 500 and the fees is around between 800rs. to 1,000rs

are they paying correct salary or wrong ?according to law.
or any one can take any legal action.
how much they should pay salary?
are they required to pay or not for the period of holidays that is 2 months (june & july)

EMPLOYEES' OLD AGE BENEFITS ACT, 1976
(4) It applies to every industry or establishment.
(i) wherein ten or more persons are employed by the employer, directly or through any other person, whether on behalf of himself or any other person, or were so employed on any day during the preceding twelve months, and shall continue to apply to every such industry or establishment even if the number of persons employed therein is, at any time after this Act becomes applicable to it, reduced to less than ten; or

2[(i-a) wherein less than ten persons are employed if such industry or establishment voluntarily applies for application of this Act and this Act shall apply to such industry or establishment for the date of submission of an application by such industry or establishment;
