HELMETS A SOURCE OF PERIODICAL INCOME - anum - 03-31-2009

Effective 1st of April Punjab Police catch all those who ride on a motorcycle without a helmet. As usual a few newspapers have lauded this move of the police on the same old song of security of the riders. We are a nation who start clapping the hands in praise even without listening the full sentence what is being said.

In the first half of 2005 the Punjab Government, like previous occasion, did the same and following the steps of it all of a sudden it dawned on the then Sindh Government that helmets were necessary for safety of “skull” of a motorcyclist. A lot of professional columnists and letters writers then too praised this move of Sindh Government and of course the Pubnjab Government. They did the see when the Punjab Government did it. None of those praising mouths and pens mentioned even a word that why safety of “skull” of motorcyclists became so dear to our authorities and not the motorcycle itself safety of which from the hands of thieves is more important. Since 1972 everything done in our beloved Pakistan is done “in the larger interest of people. “Awam kay Mufad Main” was the phrase first invented by Zulfiqar Ali Bhuttoo. Pulling ourselves out of commonwealth membership was in “Awam kay mufad main” and begging was re-entry again in "Awam kay mufad main".

I am not aware of cost of a Helmet. For discussion sake I take it the cost of an international standard specification helmet by reputed manufacturers is say Rs.1000/-. I understand that there are also some sub standard helmets with cheaper costs. When a person buys a costly motorcycle at Rs. 40,000 at an average, he can and he should purchase a Helmet at Rs.1000/- but knowing it was not “necessary” he does not purchase as traffic police does not take notice of absence of helmets on the road. Those who had previously purchased these helmets also forget those previously purchased helemets in their home stores or their families sell/exchange it with new utensils from street mobile vendor. This business keeps on. Then one day in a Gymkhana over a cup of “grapes tea” when a discussion goes on how to generate new incomes, one advises some one to import helmets. This someone then imports an extra large quantity of some cheap helmets. As soon this consignment arrives and after clearance reaches the warehouse of this dear someone, threads are moved and all of a sudden it dawns on the Police that helmets were very vital for safety of public “skulls”. Intentionally a short notice of a week or so is given with the result that those who could had at right time with good time margin bought one at Rs. 1000/- of international quality now in panic buys a sub standard at a cost of Rs. 2000/- as now “dear someone” takes advantage which actually was created exclusively for him and knowing people are going to purchase at whatever high price. After this lot of consignment will be sold, the next weekend Gymkhana discussion would then focus on some other new avenue of earning with advice to Police to sleep on issue of helmet so people may once again take “do not care attitude”. All such schemes are not my dear countrymen for safety of our "skulls" but "safety" of future of some dear ones. This time helmet must has become important in a Gymkhana discussion over a cup of tea with some Taseer.
