CBR Imposes Regulatory Duty on Fixed Wireless Terminals Import

ISLAMABAD (November 03 2006): While exempting/reducing customs duty on the import of several items, the Central Board of Revenue (CBR) has imposed 5 percent regulatory duty (RD) on the import of 'fixed wireless terminals' and 15 percent RD on the import of Ampicillin/Amoxicillin capsules/syrup.

Through an SRO.1089(I)/2006 issued on Thursday, the board has levied regulatory duty on the import of these goods. Fifteen percent regulatory duty would be charged on the import of Ampicillin capsules/syrup; Amoxicillin capsules/syrup and Cloxcillin capsules/syrup.

At present, 10 percent customs duty is applicable to the import of 'fixed wireless terminals' covered under HS code 8525.2040 and 5 percent RD would result in an aggregated duty of 15 percent on the item. Similarly, 10 percent import duty is applicable to the import of Ampicillin/Amoxicillin capsules/syrup covered under HS Code 3004.1000 and 15 percent RD would result in accumulative 25 percent duty on these items.

The CBR has also amended SRO.567(I)/2006 through an SRO.1090(I)/2006 to give exemption of customs duty on the import of several other items. Zero percent customs duty would be applicable to the import of ink for ink jet engraver; wax for wax jet engraver; printing gum (pre-gelatinised modified starch for textile printing; printing gum (preparations of modified starches with other gums having specific application to textile printing) and pigment thickner.

The customs duty has been reduced from 25 to 10 percent on the import of coated fabrics (HS Code 5903.9000). Zero-percent customs duty would be applicable to the import of Injection Anti-Dimmunoglobulin (human) 300 mcg per vial.

According to the notification, the board has notified minimum 5 percent customs duty on the import of heat shrinkable sleeves and tubes.

The duty has been brought down from 25 percent to 15 percent on the import of blankets covered under PCT headings 6301.1000; 6301.2000; 6301.3000 and 6301.9000. The board has slashed customs duty from 20 to 5 percent on the import of containers for compressed or liquefied gases of iron and steel.

The customs duty has been reduced from 60 t to 5 percent on the import of concrete mixer lories. Only 2,500 units will be allowed under this notification on 'first come first served' basis, subject to the fulfilment of the following conditions:

The import shall only be made by the construction companies. These shall be registered as concrete mixer lories and shall be used exclusively for the construction purpose. Registration details shall be furnished to the Collector of Customs within three months of the clearance and these shall not be sold or otherwise disposed of within next 10 years except to another construction company after having NOC from the concerned collector of customs.

Five percent customs duty would be applicable to the import of other re-reliable and re-meltable scrap of a width up to 700 mm, thickness up to 4mm of Series 200, 301, 303, 304, 304L, 316, 316L, 410, 420 and 430; Of a width up to 700 mm, of Series 200, 301, 303, 304, 304L, 316, 316L, 410, 420 and 430 and other width and thickness specified in the SRO.1090(I)/2006.

The CBR has also given exemption from customs duty on the import of eight different types of equipment/apparatus in CKD kit form used in manufacturing of CNG kits in the country. The board has amended SRO.565(I)/2006 through an SRO.1087(I)/2006.

Zero percent customs duty would be applicable to the import of the following equipment in CKD Kit for manufacturing of CNG kits: gas injection rail; gas system electronic control unit; wiring hornes for electronic control unit; gas filter; petrol injection cut-off wiring; gas metering stepper motor; low pressure gas tubes for injection systems dia 5, 6, 14 mm and gas ventilation hose.

The board would collect 10 percent customs duty on the import of melamine resin; pigment thickener; other-acrylic co-polymer emulsion (binder interlining) used in the manufacture of Interlining fabrics.

The board would charge 10 percent customs duty on the import of SKD kits for assembly of microwave ovens, VCP, VCR, VCD, DVD apparatus and plasma TV sets/LCD panel sets under “Emerging Electronics Products Assembly Scheme” (EEPAS). As per notification, filter or plasma display or LCD panel and plasma display or LCD control unit would be liable to 10 percent import duty.

Zero-percent customs duty would be applicable to the import of raw materials, including Lacquer for CDR and UV bonder for DVDR/DVDR-DL used in the manufacture of recordable discs (CD-R/DVDR/ DVDR-DL.

The exemption of customs duty would also be charged on the import of equipment used in manufacturing of integrated circuits, solar cells and spark plugs.

Zero-percent duty would be charged on the import of silicon wafers and discs doped with Phosphorus Boron Arsenic and others used in the manufacture of integrated circuits and solar cells. Similarly, zero-percent duty would also be charged on the import of porcelain insulator used in the manufacture of spark plugs.
