the cost associated to 'level a uneven ground' should be expense out or capitalize
Dear

You can capitalize it specially if you are going to use the land for your operations and leveling is inevitable for doing so.

Even if you are a trader of land and it is the inventory in which you deal and for selling such inventory leveling is required, you can debit its cost to the cost of land.

Land is to be used for parking..there is nothing build on the land, its basically sand filling..
