Salam,
I think their is no difference as
ATO stands for Authorised Training Organization;
while
ATE stands for Authorised Training Employer.
Though I am not sure abt this but this is the most likely explanation & it sounds preety rational too...

so what's the difference between training employer and training organization? isn't it obvious!
