Which one of them should be my first preferance CIA or CISA? Which one has future growth? which one of the certification has excellent pay scale?

These are completly different areas and therefore have no bearings to be compared, depends what you background and experience is and what your preference for the future is

Well CISA is a complete qualification if you have an IT degree as a major followed by relevant work experience. We have people working here as IT auditors with the same background,. I am talking about Pakistani professionals here

and CIA is a complete qualification as well. It may not have grounds in Pak but here in Saudi Arabia (and almost in whole of the Middle East), many CIAs are getting quite hefty pay checks.
