The majority of victims do not go to Jadugars, what they believe is that they are going to some Aalim and Molvi who will solve their problem. What they don't know is that infact most of them are going through a process which is Shirk.
Having said that, I do believe keh some Molvis are of good character and they guide you on the right path for example by telling you to recite 'Ayatul Kursi' at night or 'Mauzatain' as pointed out by Yasir. What differentiates them from 'Jadugars' is that they normally advise YOU to recite some surah or part from the Holly Quran or referring you to a 'Masnoon Dua'.
