Agar wo ik teacher ki ahliyat rakhty han, missal k tor par 1 teacher agar headmaster banta hay to us ka cadre teacher hi rahta hay, usy rebate mily ga, par agar 1 lab assistant ko headmaster bana diya jaye to usy rebate nahi mil sakta kyon k us ka cadre lab assistant ka hi ho ga.
