Exporters to get more facilities for ST refund

KARACHI: Collector of Sales Tax Enforcement Ghulam Ahmed said on Wednesday that the condition of verification of shipping bill submitted by exporters for sales tax refund would be withdrawn from January 2006.

Addressing members of Pakistan Ready Made Garment Association (PRMGA) he said the verification of shipping bill would be entrusted to Pakistan Revenue Automation Ltd (PRAL) – a subsidiary of Central Board of Revenue (CBR).

He said the collector was in process of evolving of a system for verification of shipping bill and other export documents through Karachi Customs Agents Group.

He said the export data complied by PRAL would be used as database.

He expressed the optimism that this new system would cut down substantially the processing time of refund cases.

He assured the association that all pending cases of refund would be cleared by the last day of December 2005. He also said all cases of deferred cases of refund would also be cleared.

He said filing of unwanted documents like export orders by exporters would be dispensed off.

He sought submission of undertaking by PRMGA on behalf of its members to the effect that the shipping bill, submitted to collectorate was genuine and admissible for payment of refund.

In case of refund fraud the association would be bound to refund the amount, collected from treasury.

He assured that in future collector would inform association about the latest position of sanction of refund claims.

Bilal Mulla while presenting the welcome address said it was legally not possible for association to verify the particulars of the shipping bills submitted by its members.
