It is not technically/legally speaking an MRA (i.e. agreement) but a sort of arrangement. It is for fully qualified members of ACCA for immigration to Australia purpose. However, with CGA Canada, ACCA has official agreement (i.e. MRA). You see, different types of terms are being used in different countries.
