Interest Free Educational Loan (IFEL) for CA

hello everybody
plzzz tell me can i avail the facility of IFEL(interest free educational loan) for my studies.
actually i cant afford too much xpenses of CA (SKANS). plzzz tell me whts the procedure for this and can i apply in skans for mod-A of CA on loan basis.
