can any one please tell which is better and have more scope locally as well as internationally.
1-ACCA
2- MBA (FINANCE)
AND
3- MBA (A/C)

ACCA has good scope in PK & very good internationally

If you wanna work in PK then doing MBA Finance will be a better option then MBA Acc.
But if you want to work outside PK then better do MBA from there. MBA's usually have local market value only

MBA vlaue depends a lot on from where you do it.
