ACCA's and some other qualified accountants (including ICAP, ICAI, ICAEW, ICAS, AICPA) are allowed to practise in the UAE, I am not sure about Saudi, although they have their own version of 'auditor' but am sure the case is similar all over the Gulf.

There are usually other requirements such as local partner etc.

Dears,

In UAE, one needs to have a local partner. This is the biggest and toughest requirement. Otherwise the initial investment is not more than 15 lac rupees.

Such local partner is I think compulsory for first five years and it means a pakistani has nothing to earn during these first five years.

This practically happens. I was thinking to establish a practice in Dubai along with some qualified friends but did not opt it due to this local partner issue.

Regards,

Kamran.
