Price Differential Claim to OMCs

What are price differential claims (PDC)?
I need the theoretical background of this concept plus w.r.t Pakistan i.e. why govt. paid PDC to OMCs? How it affected OMCs financial performance? and how it is connected to Circular debt issue?

I have come across this term for the first time.

I googled it but couldn't find any info other than that of Pakistan. Here is a DAWN article which might shed some light, but I guess you know this already. At least it broadly states why the government did so.
