Adjustable sales tax input

Hello!
i request all member if some body do not exact answer so do not post it.because it is too much sensitive matter. here all learner so if they makes mistakes so it is not good for them.

Shell gives its consumers a sales tax invoice. I know they give it to those customers who have their card and they are billed monthly.
But as far as i know sales tax can only be claimed as input when one is not the end user.
