I am not familiar with CeIB, PIPFA is the newer form of AAT, and has been put together by ICAP, ICMAP and the Accountant General of Pakistan. It is a second tier accounting qualification, which enjoys some exemptions in the foundation stages of ICAP and ICMAP. I wouldn't advise any one to go for it, since its market value remains unkept. Oh yeah ICAP members can apply for the PIPFA membership and use the designatory letters APA.
