PIPFA was established in 1993 jointly by Institute of Chartered Accountants of Pakistan (ICAP), Institute of Cost & Management Accountants of Pakistan (ICMAP) and Auditor General of Pakistan (AGP). It is a professional accounting body having license from Securities & Exchange Commission of Pakistan under section 42 of the Companies Ordinance, 1984. The three sponsoring bodies-ICAP, ICMAP & AGP have stakes in running the affairs of PIPFA through presence of their three nominees each on the Board of Governors.
The affairs of the Institute are managed by a twelve-member Board of Governors, which comprises nine members coming from the three sponsoring bodies and three elected from among the members. The Board is supported by standing committees for Examination, Studies, Publication & Seminars etc. PIPFA is non-profit institution.
The MISSION of PIPFA is identification, development, and delivery of Knowledge and to provide a structure for the training of accounting professionals in the specialist areas.
ASSOCIATION WITH THE INTERNATIONAL ACCOUNTING BODY
PIPFA is an Associate member of International Federation of Accountants (IFAC). IFAC is the worldwide organization for the accountancy profession. Its mission is to develop and enhance the profession to enable it to provide services of consistently high quality in the public interest. Its current membership consists of 162 professional accounting bodies in 119 countries, representing more than 2 million accountants in practice, education and service. ICAP, ICMAP and PIPFA are the institutions having representation at IFAC from Pakistan.
PIPFA has at present (June 2005) more than 3,250 MEMBERS who are working in industry, trade and services in both public and private sectors. The membership is rapidly expanding. Associate membership known as Associate Public Accountant (APA) is granted on qualifying PIPFA examination and 2 years practical experience or on the following basis
ICAP Fully qualified / PE-1 or PE-2 / Group I or II of old syllabus
ICMAPFully qualified / Upto Prof- III / Upto Part IV of old syllabus.
The Fellow membership known as Fellow Public Accountant (FPA) is allowed on five years standing as APA or upon fellow membership of ICAP or ICMAP.
PROFESSIONAL DEVELOPMENT & CONTINUING EDUCATION
Like other professional accounting bodies PIPFAâs members have life long association with it. PIPFA arranges Seminars, Courses and other activities as part of continuing professional education (CPE) to constantly update the professional information and knowledge of its members (CPE credit hours also accepted by ICAP, ICMAP etc.). PIPFA also publishes a monthly Newsletter to keep members and students abreast with the latest development in accounting profession and related filed.
Members also have opportunities for inter-action with the elite community of accountants at national level, access to special studies and information, participation in Branch Committees (6 Committees already functioning in major cities), election of three members of Board of Governors and other avenues of professional development.

PIPFA students are required to attain in-depth understanding of concepts and principles, acquire conceptual knowledge of the subject and achieve proficiency in the practical application of the knowledge.
(The details of Syllabus and other related matters are given in PIPFAâs students Hand Book available at PIPFA Contact Offices for Rs.50/- and can also be obtained through mail against demand draft / pay order of Rs.80/-)
COACHING AND EXAMINATION
Each stage of the program requires a period of about 6 months including 5 months for coaching and self-study. Examinations are held twice a year, normally in May and November. The coaching classes are conducted during January to April for examination in May and during July to October for examination in November.
PIPFA maintains faculty of well-qualified teachers having practical knowledge of the field. The classes are conducted under PIPFAâs own supervision as well as through Approved Educational Institutions covering all major cities. PIPFA supervised classes are at present held at Karachi and Lahore. about 18 Approved Institutes are at present working at Karachi (3), Lahore (3), Faisalabad (4), Multan (2), Peshawer (2), Islamabad (1), Sheikhupura (1), Gujranwala (1) and Sialkot (1). The coaching arrangement helps students prepare better for the examination. There is no correspondence course available now.
ADMISSION ELIGIBILITY
The qualification required for entry into PIPFA education program is Intermediate or higher education from a recognized educational institution.
Exemptions are available for Graduates and Post-Graduates in commerce and business administration as well as partly qualified from professional accounting institutes and they do join PIPFA in large number. MBA, M.Com, FE-I & II qualified from ICAP and upto Prof-II qualified from ICMAP can appear in the Final Stage with exemptions of 9/10 papers.
B.Com can appear in Intermediate Stage with exemption of 7 papers. Exemptions are also available for other relevant qualifications in the field.
Students awaiting results of Intermediate, B. Com etc. can be allowed provisional admission. Some students find it more convenient to join PIPFA while studying in B.Com.

PIPFAâs PUBLIC/GOVT. SECTOR COURSE
In addition to the Corporate or Private Sector Education Program mentioned above, PIPFA also has Government or Public Sector Education Program. Auditor General of Pakistan has allowed PIPFA to conduct examination of their candidates under the Government Sector Program for which the syllabus has been designed and approved. The Program is likely to be implemented from 2002-2003.
PIPFA qualification has since been notified as one of the required qualification for the positions of Assistant Accounts Officer / Assistant Audit Officer through S.R.O 17(1) / 2000 dated January 22,2000 issued by office of the Auditor General of Pakistan, Government of Pakistan and published in the Gazette of Pakistan of the same date. Ministry of Finance, Government of Pakistan, vide its letter No F-1(24) Imp/90 dated 19th June 99, has also given its consent to the grant of qualification pay to the PIPFA qualified (Government Sector) officials @ Rs.200/- per month.
