Anarkali if by 'foreigners' you mean of Pakistani origin there are a plenty of them.. apart from this there are also quite a number of students from various African and Arab Countries studying in Lahore. I myself went to study for my B.com to Lahore, having been schooled all my life in Dubai. I am not sure which country you are coming from. There would be a bit of culture shock to begin with but it is a very competitive and vibrant culture. I must say the kind of competition I found in Lahore added a lot to my life as a student, ofcourse after B.com I went to M.com and then ICAP foundation exam and articles so it was a whole 9 year package that's made me what I am today.
It does help a lot if you have relatives in your peer group 'cousins' who go to a simialr college or degree course.
