for me point 1 mentioned by guybrush and the culture of bribes/ corruption/ red tape etc are the key impediments to entrepreneurship (hope got the spelling correct<img src=icon_smile_big.gif border=0 align=middle><img src=icon_smile_big.gif border=0 align=middle>)
