anothermortal, you seem to have a 1001 questions, but let me see if I can put in my 10 cents.

-I think maani has put well the reason for why ACCA is expensive, there is no doubt about that.
-On you thing about ACCA getting a job in Dubai for 1-2 lacs, well I would say it is quite ambitious, you would get that kind of money after atleast 3-4 years of work experience.
-Just having passed the ACCA exam would not land you in any paying job any where, employers are concerned about what you can 'deliver' more than what degree you have, that is just a 'differentiater' for them.
