listen i know its probably the oldest thing in the book and uve probably done it a million times before but since it hasnt been mentioned here why dont u give her a gold pendent with urs and her picture fixed in it .. get a heart shaped box and write "from my heart to your heart on our anni" or something like that ..
along with that throw in a flowers ... the best would to give flowers for the number of years uve been with her .. say its ur 2nd anni then give her 2 dozen flowers .. rose preferably black rose but since uve mentioned the cost factor just give here pink roses or maybe the traditional red ones ..
another thing u can give her is one of those floating candles .. its put in a vase or a bowl and looks really nice .. u can get something romantic inscribed on the vase as well .. preferably in gold color ..
