Your information is incorrect as far as it relates to the designation of CA. How the things proceeded, I have explained it in one of the earlier posts at this thread.
I can understand that when foundation stone of a society was being laid down so much might have been ignored. However, there had always been a reason behind acknowledging any one by ICAP.
If you have a single instance of any CA who was given CA designation merely on the basis of B. Com or M. Com,, please quote it, it would be a good addition to the knowledge of the forum members.
If you don't have anything black and white then rest assured your conclusion is wrong.
However, I don't know such details about ICMAP. They might have done what you are mentioning.
