A citizen recently in these columns narrated how his house of robbed, the area Police (Gulberg or Nazimabad perhaps) did not register FIR. He went to CPLC Governor House from where he was forwarded to CPLC Nazimabad who shuttled him to District Co-ordiation Officer who pushed him to Gulberg Police but the FIR still not registered. On this another citizen increasing the knowledge of the citizens like me that CPLC has been provided with FIR Registration Forms has rightly raised a million dollar question why it itself did not register the complaint in CPLC Governor House Office when complainant reached it.
The answer is very simple and that is because the complainant must not be a high status crore pati businessmen. The example is, as coming these days in press, a two year child was killed but parents are helpless in getting the FIR registered as the accused is a big businessman having a chain of weet shops. The CPLC was basically established by businessmen through on self help basis when late 1980s there were some kidnappings of businessmen. The CPLC which has actually good expertise, modern technology did a good work but fact is it mostly did this excellent work where the victim was big businessman. However it was propagated out of proportion. For ordinary man its attention is not that much the example of which is when my husband approached it for loss of Mobile SIM instead of moving the same day to block any misuse, after about 10-15 days it advised me husband that he can contact the telecommunication company concerned directly.
Since 60 years we have the biggest socialist PPP first civilian martial law administrator, we had Islamic rule of Amir-ul-Momineen Zia, we had biggest democracy lover Nawaz Sharif, we have fully independent Governor, CMs, Ministers from so called from amongst the common man namely MQM, we have High Courts, we have costly ombudsmen, we have local government comprised on so called people elected representatives but in all these years none has done anything practical whatsoever in smooth registration of basic paper for seeking justice namely an FIR and that an injured on road is first attended too and later lego medical formalities be completed, There are thousands of so called Human Rights NGOs, gold cladden elite Begumats always having tears in their eyes for the common man holding their meetings in 7 star hotels but non has a few thousand rupees just to file a Writ on this subject in the Supreme Court.
