If u have 256 mb Ram or more, then i would recommend that u go for WinXp. It is the most stable and the best OS out there. If its less, then stick to win 98.
Actually you can't format you hard disk with win 98 'cos your hard disk has been converted to NTFS which is a native standard for Win2k/XP and performs much better than the old win32 standard of Win 98. Now i am not too sure on the method with which you can remove NTFS and reinstall win32. Maybe a low-level format and remaking the partition table using Fdisk might help.
