P.hD with less than 50% marks in whole career

i wanna know that is it possible to do P.hD, if anyone has 1st devision and more than 70% marks in matric, graduation. masters but 49% in inter. ??? i think it is not possible in pakistan, but is it possible outside pakistan?

You can get admission in Ph.D usually in any university if you get at least 2nd division in M.Phil. It is not required by any university to hold 1st division throughout the career. But to obtain scholarship for Ph.D from HEC it is mandatory that you have 1st division in whole career and only one 2nd division or grade C in your career and no 3rd division or grade D in your career.
