ACCA's and some other qualified accountants (including ICAP, ICAI, ICAEW, ICAS, AICPA) are allowed to practise in the UAE, I am not sure about Saudi, although they have their own version of 'auditor' but am sure the case is similar all over the Gulf.

There are usually other requirements such as local partner etc.
