The ''Flood Surcharge'' would be charged on monthly basis for six months period - January to June 2010, wherever applicable. Every salaried person, importer, advance taxpayer and commercial/industrial consumers of electricity would be bound to pay 10 percent income tax surcharge on the tax payable...

But, this is yet to be passed by assemblies, so maybe this might not be levied. People were not willing to donate to PM's relief fund, because of zero confidence in govt, so this is unethical to charge this tax from people anyway.

Hona to chahiye, per mera rationale yeh hai k agar people ko govt pe confidence nahin hai aur unhon ne PM relief fund mein bhi khul ke donation nahin di, to phir yeh unethical tax hai ke jo cheez voluntarily donate nahin kar rahe the, woh zabardasti nikalwa len.

Agar ethics koi cheez hoti hai, to yeh unethical tax hai.
Agar koi cheez nahin, to jo marzi karo. Mojen maro!
