Dear.

1st Problem Who told you to deduct the tax on utility bills.Please see any bill of utility like PTCL, it is clearly written on it that PTCL is helping CBR/FBR for collecting the taxes. The paid bill is a proof of payment of taxes. So.... The utility bills are paid in full.

I suggest you to visit frequently www.fbr.gov.pk and sales tax book.
