Refund of Income Tax Withheld from the persons BTL

My question is that what is the procedure for the person from whome the income tax has been withheld (like on mobile phone, purchase of vehicle etc. ) and this person is BTL or does not have any income. (like student , house wife). Is there any way to claim refund of the deducted tax? If yes, how? Any help would be greatly appreciated...

ji nahi student ya koi bhi shaks jis k pass NTN nahi hay wo refund claim nahi kar sakta, jis k pass NTN ho ga or income BTL ho ya, zayada tax deduct ho gya ho wo refund claim kar sakta hay
