PAKISTANI NEED HELP FOR ACCA REGISTERATION Fee

hi, im from rawalpindi...i want to register for ACCA....i have completed my documents, filled the registeration form , attached edu documents, but
for payment ...no bank is willing to make a bank draft in favour ACCA uk its 69 pounds.....
1. from where can i make draft in islamabad, and what details i give to the bank, to make a 69pound draft........i cant pay online....
2. if i want to submit my ACCA registration forms to islamabad address below, would they charge any other fee like courier???? because TCS charge 1000Rs to send doc abroad....do they charge any thing....and when they send your mail....if i submit documents on 27th september, when will i receive confirmation from uk....by email..?? and by post...??
