Well detailed reply zephyrrr and quite and explanatory approach you have. When you were this much clear with revised scheme then there was no need of asking a similar sort of question on an other post, however, having comments of others is always useful.

Slightest of confusion I had in reading you post was, did you try to say that there is a difference on student's result by scoring D or E. Both these grades mean that you are fail and you have to appear in all 3 or 4 paper again no matter of the grades you got in other papers.
