Tax On Income from Abroad of a Resident Person

Can anyone clear my question regarding ( If a permanent resident of Pakistan is receiving remittance from Abroad on accounts of a contracted employee of a foreign company and that company is not deducting Tax on remittance/payment on account of salary)
