markers/highlighters allowed or not in ICAP paper?

on admit card it was printed that paper should have been solved with one ball pen or pen i.e no pointers or markers but according to examiners comments 75% of students did not use pointers or highlighters which was a factor of being failed. ICAP's own examiner's and co-ordinator's comments dont match . Can some-one tell what is going on?

Dear Friend!
As your query suggest that you'r taken over by the ICAP..Any how as far as the use of the markers/pointers are concerned there is no restriction to use them.But there is only restriction of over using of the markers/pointers etc. Especially the use of the RED ball points/markers...So just prevent to overuse the highlighted ones.OK
