Revised Sales Tax Return

Through Budget-2003 a new sub section (3) is inserted which allows the filing of REVISED SALES TAX RETURN. Is it can be applied retrospectively or prospectively i.e from July-2003 and onward. ?

I shall be very much obliged if any body could make it clear to me.
