DTRE scheme clarified

ISLAMABAD (December 23 2003): The Central Board of Revenue (CBR) has issued a clarification pertaining to utilisation of raw materials by newly registered persons under the 'Duty and Tax Remission for Export' (DTRE) scheme.

The CBR has informed all collectors that exporters approved to work under DTRE may be allowed to use duty- and tax-free imported inputs for their DTRE approval, if their previous approval has been terminated due to cancellation of export order.

They can also be allowed to use such inputs for new DTRE approval if such inputs have been rendered surplus for any valid reason, like quantitative reduction in export order, or partial non-performance of the contract due to factors beyond human control etc, CBR added.

Responding to a query raised by Collector, Collectorate of Customs, Peshawar, the CBR has directed all collectors to refer all cases regarding waiver of surcharge payable under the Duty and Tax Remission for Export (DTRE) scheme to the Board.

Collectorates should submit details of such cases including relevant facts of the cases along with collector's recommendations.
